[BUG] Harvesters stop harvesting

Several times on mission glass heart, my harvesters would just stop harvesting. I kept having to re-order them to start harvesting again.

Note: I was not at my resource cap either. In fact, I was at 0$ which is why I even noticed that they had just stopped harvesting. And yes, there was still plenty of tempest left to harvest and it was right at my starting field.

I found the issue. There is a patch of tempest too close to the rocks that the harvester can't actually properly get into position to harvest so it tries to harvest it but gets stuck when it can't path to it.
