In campaign or skirmish vs AI, they are really worthless.
In the theory - are not grenadiers better for this situation?
If You switch them to ranged mode - they have EMP attack, which paralyse enemy vehicles - and Riot Troopers do not cost credits, just intel. this is actually useful in practice, like support unit.
But for melee anti-infantry attack, I do not find it usefull in practice.

Preventing crushes with heavy inf proved to be a pipe dream and I don't find that it happens IRL.
i would be behind this. the system is in game because dynasty troopers do the same thing with their grenades. my real issue is the intel cost. when i would want them its too much compared to abilities or tech, when i have enough they no longer fill a role i need. it seems most people came to the conclusion i have.
