GDF got a skill where no vehicles can be overloaded with thempest use it
Riot van and drones and a engi and you got the perfect unit
And you can wall off the left road and ai will snake near your cliffs to another entrance.
(and your stupid harvesters will not die from mowing out of the base)
So my personal insane strategy for this mission:
1) 2 harvesters at the start fast
2) wall of 3 entrances to your base. I suggest left and down rigth.
3) turtle top entrance:
Barrkacks engineer + 5 grenadiers near front
2x barracks 5drone+1 engi on sides.
4) casually build some shieldmaidens, turrets
5) build some defence at other sides of the base, there is some inf heli drops into your base.
6) build your main army: 6 riot vans with 2 engi + 4 drones.
7) ??????
8) PROFIT!!!!
You can use this to absolutely steamroll the entire game on insane.
The master play is to put 2 riot vans full of drone controllers inside each sky crane. And then a pair of engis per heli.
The true cancer.
The hard part is getting to that point and it took me countless restarts. After finishing the painfully long mission the achievements bugged out and didn't pop up for me. This is a moment when you are glad that you have yourself under control and don't explode easily.
Mission 1-3 are too easy for insane difficulty and take 15-30 minutes each.
Mission 4 is more than insane and no fun at all and takes up to 120 minutes when doing it the first time.
To answer your question, the developers probably tested the missions themselves but forgot about the balancing pass before release.
