I'm a huge co-op player too, so I hope they add some game modes with that in mind.
I play comp stomp with a friend mainly or dedicated coop modes.
Tempest Rising does only feature 3 skirmish maps where you could play with your friend, because it only has 3 (!) four player maps and the rest (6 maps) are only for 2 players (1v1).
Theres no other coop feature.
So forget about this. Theres tons of better options for that.
On the risk of you already knowing those:
Godsworn has coop focus and is quite good.
"Beyond all Reason" is free, not on steam, but incredible, easy to pick up and make ready, offers TONS of content, dozens of units and playstyles, many many maps and modes.
If you really need C&C coop, get OpenRA for free too.
Northgard was a great pick for us as it features randomized dedicated coop "rogue-like campaign modes, where you play matches against AI with various goals and rulesets and unlock new buffs for your faction.
Entertains us after more than 200 hours.
Maybe Stronghold Crusader is your style too. Our next coop RTS will be the Crusader DE releasing in July.
You can play skirmish 2vs2 with Your friend vs AI
