Russian state is funding a strategy game about a war between Russia and NATO. Even a russophobic pile of crap called "Stalker 2" wasnt banned despite all the talks.
Russian language (text only) will be in the game (this game, TR). It is listed on the shop page.

I think the developers understand how huge the army of fans of the RTS genre is in the Russian community, especially since the C&C series is still very popular with us, especially the Red Alert and Generals series. Therefore, I hope you will not limit yourself to just text localization, but also add a full-fledged Russian voice acting, especially since Russian is one of the six international languages spoken by more than 350 million people and the third most popular language on STEAM.

Russian language is present in the game settings in the client demo version

Just go to settings > game > language selection will be presented at the top where it says LANGUAGE, in the drop down menu select "Русский"

Also on the game's page on Steam, in the column called "Supported languages", it is indicated that the game will have Russian translation of text and subtitles
