That is probably new feature, there is no explanation anywhere in the game.
But why this "complicated" system?
Havoc' transport does not seems like big advantage for an early game, and it it is quiete pointless in late game, I would say. that this Havoc' transport ability is niche function for an early game.
I guess, that should prevent the engineer to bring safely to the enemy base and capture the enemy buildings. I would focus there, to move engineer's ability to capture enemy (not neutral) building later to the game. Or just simple turn off in skirmish/multiplaye, or make this feature optionable.
It prevents an Engineer Rush in Multiplayer. you can quickly build one throw it in the vehicle and rush an enemy to capture their MCV
And that is exactly , what I wrote

Anyway, I think, better way to prevent the Engineer Rush in MP/SP is to move engineer's ability to capture enemy (not neutral) building later to the game.
