Balancing Issues

Throughout my time playing this time there has been one glaring issue i see far too often. Homing. Homing shots are simply unfair to fight, and the counter to them (which is decoys) doesn't help all that much against them, it essentially gives the user free damage for little input. Maybe make it so when it turns it has to decelerate or maybe reduce it's max speed when homing is used that way, it can at least react to the shots fired.
