Power Trithree doesnt work for beginners

I took screenshots of my bubo and v-man's damage before finally getting the resources to level up Power Trithree (+total damage per 250 wis also works for beginners with luck)
My Bubo went from ~1460m damage to 2400m damage or so.
Went back to my v-man with the screenshot up on my second monitor, his damage was completely unmoved.

I'm imagining it works as intended if it takes the higher between the identical orange and purple bubbles but this doesnt seem to be the way it was intended based on the wording.
