Stiltzcho bugged

I can't start the quest line with Stiltzcho on any of my characters. I just have the yellow exclamation mark and his initial textbox no matter how many times I've tried to talk with him.

You need to keep doing Scripticus questline up until the point where he asked you for a scouting report, then you can start Stilzcho's questline.
