Stuck at choosing new class quests (likely to be glitch)

I got my 6th character after this update just now and reached lv10 for a sub class choice. However, I cant complete the Scripticus's quest (Warrior, Archer, or Mage?), for no matter how many times I upgrade the skills the progress always shows 0/25. Other things (lvl up, upgrading talents) act normal, though.
I've tried forfeit the quest and reset my whole talents but it did not work. It keeps saying "why you are still a beginner".
Has anyone met the same issue? Does this mean my character cant complete world 1 quests at all?

I might be wrong because I am kinda new but isnt his quest for the upgrades in the top left?
