It's a technicality, either Lava has forgotten about the cross between stuff because it wasn't a possibility before the implemention, or it was full on purpose not to enable it that way. Because with Arctis your character is counted as active WITHIN THE LAB MAINFRAME, but the lab mainframe is not the character actually connected to the lab.
Besides, even if it were an issue, it would be best to post that in the bug reports section (something like this can get overlooked, but you can see the different section on the right side of the discussions screen). Unless you just want to ask whether something is a bug or a feature, then the general wouldn't be wrong. But if you're certain it is a bug even if you are not sure, I'd still say post in the bug section. Though I don't think anyone takes it all too seriously, it makes sense to post stuff where it's most apt.
you are right, i dont found the bug report section before, now you say i found the section
"This character is always ACTIVE in the lab ..."
Active does NOT mean connected.
the tooltip further state you don't get Lab XP (because you are not connected)
Meaning if you connect with the Lab Tubes, you still get Lab XP, even you have arctis active.
If you you connect to the lab, you will get Goharut XP while Arctis is also active.
