Invest in luck factor in elemental path, you get roughly 1% of your normal drop rate added to your tempest drop rate. So if you have somewhere around 80x drop rate, you get around +80% added to your tempest drop rate per level you have invested.
The first 3 levels arent too hard to acquire and when you match it with world 1`s 1 in 40,000 base medal drop rate you can dunk down by around 3000~6000 less on the amount.
In world 1 with lvl 4 luck factor i got +321% tempest drop rate and besides a few +1%s here and there, i got the world 1 medal drop rate down to 1 in 866.
If you can reach level 15 elemental path thars also a daily `kill` bonus to boost tempest drops which i assume affects medals to every day with leveling it and a certain abomination gives more kills for the day for that boost of around 400x or something bolster rate on those first X number of kills.
Ultimately i suggest clearing out the world 1 stuff and if your below 1 in 5000 maybe try world 2 pushing out.
Its a very good idea anyway to get the massive amount of damage/accuracy bonuses you will get from the medallion magnate skill in the same elemental path tree that gives +2% dmg/accuracy per level invested in it, PER medal you have.
Then prioiritize boosting your other drop rate modifiers, if you cant get a medal in less then 30 minutes its honestly a better idea to stick to a higher map for higher hourly dust ratio gains instead to jack up damage/accuracy/drop rate/dust gain ratios instead.
it's just rng, i got my mafioso medal in 20 minutes and others took an hour+ with drop chances being 1 in 739 in w1 and 1 in 5915 in w2.
Farming dust at W3 maps and investing into upgrades increasing damage probably give you like 10-20x more power gain/hour than sitting on W2 mobs looking for medallions.
I think the rule of thumb about farming medallions is: your current furthest world -2.
That's why when you're at W3, you had no problem doing W1 medallions but W2 is painful. Once you reach W4 and unlock couple maps there, invest into some upgrades increasing medallions chance - then you'll have like 1:6000 chance for medallion in W2 and instead farming 5h for 1 medallion, it gonna take 7h to farm all W2 medallions.
And yea, 1:17000 odds means the drop is very, very rare. If you except you should drop 1 medallion in 2h it would statistically mean you should kill 8500 mobs per hour. I doubt that even with maxed WW respawn skill you can achieve that with W2 mob density, probably more like half of that.
Remember, it's raw 1:17000, it's not like other rare drops in a game when you see 1:50000 chance and you get couple of them per hour. This isn't boosted by any DR, any multikill, nothing, it's plain 1:17000 chance to get one per every mob killed. You can spend half a day there and got nothing if unlucky and it's still not a bug, only bad luck.
Push W3 maps, farm dust, unlock W4, farm there a bit and then come back for W2 medallons with better odds. That would be most efficient time-wise way to approach that topic.
