Since it's a new PC and fresh install, I'd guess it's an issue with Steam cloud trying to load your save that for some reason is corrupt/incompatible. Or it could be your firewall/VPN blocking the game from connecting to the servers.
I would try these steps:
1. Right click game in Library -> Properties
3. Verify and experiment with those two settings above.
4. If previous steps failed leave Steam cloud off, overlay on, then completely uninstall by uninstalling normally in library, then check that the game directory is deleted, and finally make sure "C:\Users\YourUserName\AppData\Roaming\legends-of-idleon" is deleted.
5. After completely uninstalling, install it again and try.
Failing that I would try the Discord server and asking the dev.

Also, just to be sure, you can't press the arrows or anything and you waited a minute for everything to load / restarted a few times? Mine looks the same then everything loads after a few seconds (though my ground is grass not snow). One time it was stuck and I had to logout to fix it. You don't have a logout button but maybe disabling cloud and reinstalling will achieve the same thing.
No problem, also you can hover your mouse on a post, click the arrow, and mark it as the answer instead of writing solved manually. It also makes it easier for others to find the answer. Unless that was a moderator that did that? Either way that's how you do it lol
