Can anyone explain to me how exp converter works

i assign it to my bar and open the screen to pick the skill. but idk how to close the window or actually activate the skill

You close the window by clicking anywhere outside of it and then you just go do whatever skill you have selected and you gain the class exp at the same time.

Activate skill. Click on the skill you want class xp from. you can re-activate the skill to see which one you have selected on the bottom of the window that opens.
Should be able to click away from the window that opens to close it.

It does not remove XP gain for the skill IIRC Lava changed that a while back.

I have mine selected properly, it is showing mining in the bottom left of the EXP CONVERTER window, saying for every 100 mining xp I get 7.2 class xp. Exp Converter Skill is the only one on my action bar.
But I never get any class xp. Does it only work when you are actively in game on that character or something ?
