It's not only designing every piece of armor (and every piece that might be added in the future) but it's also how they interact with each other + with every activity in the game...
Would need to be animated for fighting, mining, chopping, fishing, catching and so on and so on... For every piece of gear + every combination of gear + every activity.

Personally, I'd pay a premium to get that in the game for even a half dozen flex piece sets. Have it say who it was commissioned by in the description to immortalize the player and have other artists do the work.
But it sounds like he probably won't do that. That's what doesn't make sense to me. The framework is already there. I can wear any head piece I want at any time (provided I meet the requirements) and since it is visual it affects my character's aesthetic.
A large part of an RPG is creating your character's image, which is why I don't understand why most of them out there DON'T have transmog options, or will restrict your transmog options. I have the armor, I have worn the armor, it has visually shown in the game, it isn't much of a stretch in coding to allow me to override the visual of the armor with any other piece of gear I have acquired.
But, if it's not going to happen, that's that.
If youre talking just about hats and only hats looking like any other hat you want, thats a premium option in the gem shop. You can make any hat premium and wear it over another hat to have that appearance. As to why you cant do it at will...premium cosmetic option?
You have to repurchase an item in the shop to make a hat premium. I have a Santa hat for example that I made premium. It is forever premium and can be worn in the premium slot. It cannot be changed back into non premium. It can only be upgraded with premium upgrade stones. So if you set a hat to premium, it is forever that hat that remains that way. You cant toggle it or give it to another hat.
