I've done this quest on 5 characters and it has worked out for all of them.

Did you actually hand in the scouting report at Scripticus? (That is the first quest giver)

If you have access the 2nd anvil tab & at least 1 glass shard you should then be able to make the Average Material Pouch which will then bring you to 250 material cap.

I know this isn't solving the issue of not having the 100 material cap for the character itself but, luckily you don't need to use each pouch in order.

if you can:
a) get the pouch on another character
b) transfer that pouch to your first character to use it (yes, it has to be the first one in the character list)
c) get the first merit purchase in the world 1 task up to the second rank

then you will have that pouch on all characters.

you pretty much can't screw yourself out of this pouch unless you sell or destroy it on every possible character slot on the account, which takes some effort

You are referring to inventory pouches (specifically the BCEFH Pouches) when the OP is talking about carry cap pouches.

... crap. my bad. in my defense, i had recently woke up when i posted, and in one of the discord servers i'm in, someone had a similar complaint but specifically about the scripticus-granted slot pouch, so i conflated them when i saw the screenshots
