I've gotten 43, its possible but it could use some tweaking for accuracy for sure.
You kind of get a feel for it, but it feels really tricky to go max power and not reach the very end, feels weird how much power you can get at like 1-2 bars and still barely move too.
EDIT: Most of the time I do fail before I get over 10. But when you get a good combo going its actually easier because there's so many more fish to hit. And I find that by the time the squid starts showing up, you can almost always go full power or almost full power and hit it or the yellow fish.
Honestly, you just eventually get the feel for certain spots like the very end and the center, everything else feels hard to hit.
That would make sense too me it being cumulative, but in my game at least, its been stuck at 13, my highest score and never passed it despite pumping many attempts in.
*Edit* Ok it appears to only be 'stuck' at 13 on my main character, one of my alts at least has it acting cumulative.
One good tip is to take it slow, there is no time limit. Be sure to check the pattern of the fish when they start moving to time it where they will move into your line and not away from it if you miss the perfect spot. Also make sure they will move where you land and not stop right before it and lose your progress/combo.
