FPS CAP SINCE NEW UPDATE

ever since this update came out my fps seems to be capped at 38, is there a way to uncap this? also not sure if its related, but it seems like when the games open for too long it ends up going to about 10 frames a second and is unplayable until i restart the game.

for me the cap is at 48fps. and the weirdest thing is that on my second monitor it is 60. the only difference between my monitors is that my primary one is 144hz and slightly larger than my secondary 60hz one. I got it to work at 60 fps once and have no idea what fixed it. i have been trying to reproduce it without luck for the last 15 minutes
