I've only ever synced my time when I first re/install an OS, then it stays synced (or at least I've never seen my computer display a different time than my phone, which is always synced, it could be out by seconds and I don't know).
You might need to change the battery on your motherboard. It should be a little cell battery. That is what keeps your clock counting while your computer is off. Way vheaper than a whole new motherboard.
To be honest though changing the time seems like one of the hardest ways to cheat. You'd think something like cheat engine would be significantly easier assuming you could get the value.
