And Archolos is a free mod, the devs receive no income for this. Besides, most people who wanted to play the game have already played it. Multiple times.
If the English fanbase makes the voiceover themselves, and if it turns out to be of good quality, such voiceover can be integrated into the game. Such was the case with the Russian and the Hungarian languages. The playerbase wanted it, the playerbase did it. Without asking the devs to do anything. The devs have made their work. They are now back to their own lives, occasionally working on a patch 2.0.
I tried googling about it and the only thing I found was this video. I don't know if the project is still going but judging by the views I wouldn't get my hopes high.

But I don't see the developers ever including an AI generated voicover into the game. That would devalue the efforts of all the voice actors and project managers who worked their asses off to make this game a better game. Who made it sound alive and believable.
Would my suggestion with increasing subtitles time work for you? Or you are not able to read at all?
There are also some third-party Union plugins that can use embedded Text-to-Speech in Windows or voice synthesizer software like IVONA to read the subtitles in real time. Voice is quite robotic but should be understandable.
