But my favourtite scout is the Tuz Tatarin, even though it can't hitch trailers it can winch them. It can go just about anywhere and winch the heaviest of trucks.
I have seen some vids of other vehicles which I've yet to unlock though. And I can say in advance that as soon as I unlock the Lo4f, that is the only scout I will ever use. Sure it's slow, weak, and gets stuck too much. But it's hilarious and cute, and reminds me of a VW camper which is always a plus.
To be honest: those trailers are totally useless; I only tow them when it is part of a mission; trailer including weight are much too heavy for even all scouts incl, the Loadstar, which is also my favourite.
When in terrible soft terrain that disqualifies any scout attempting towing, i take the Burlak with the scout trailer hitch. But seen it's readiness to roll over in harder surface terrain that is only an option in deep snow and deep mud.
All in all i dislike using scout trailers as the larger the wheels are, the more off road capable the ( towing ) vehicle. So full size trucks always win unless there is no room to fit them.
If you meant base game vehicles then it has to be the Loadstar. It seems to have one of the fastest accelerations in a certain configuration in game too, if you ever get to a mission in the race map where that becomes necessary.
The Chevy is interesting. I normally set it up with the light bar on the roof, but it does benefit from supply racks on the bed or roof when pulling trailers, since those add weight.
I generally pick the Loadstar for *cargo* scout trailers. Just make sure you pair the tires to the application; I just made the mistake of taking extra-wide all-terrain tires into an area where I'd already driven heavy trucks with trailers multiple times (severe road damage), and while I also was pulling a trailer with beams with the Loadstar. I should have picked dirt-bias offroad tires.
The Burlak can do scout trailers as well and has enough mass to pull proper cargo, but the Loadstar has the better engine by far.
Never been a fan of using the EarthRoamers for trailers, partly because they're full-size trucks (at which point I could do better with a regular truck for moving cargo) and partly because of their power-to-weight ratio (which is on the low side compared to alternatives).
