It does have a chapter select after you beat the game, yes. There are some items (like equipment and materia) that you could potentially miss, but not too much. And even if you do miss them, you can replay to get them.

i suggest doing every VR and sidequest you find. even if it drags on a bit. i'd say it's worth it considering that part 1 is very linear and can be difficult if not prepared.
for instance when i played this back when it released i played it blindly and skipped alot of sidequests which resulted me getting my ass beat to a certain "fish boss" later and the sahagins jump attack got me several times due to how strong they are if not prepared!

but this is a hell of alot of a fun game.
feels extremely arcadey and video game-y gameplay wise especially during chapter 14 to the end of the game, with a good story to boot.

it's a fun ride :D
