It's most likely because you can buy the twin pack on sale, which includes both games.

I would guess because they just lowered the price a couple months ago from $70 to $40 (or your local equivalent). They don't consider it needing a further sale beyond that just yet because the new price sort of resets the time on it. similar to DQ3 HD-2D not being on sale since it's too new.

Why would I buy two games from series that I don't know will I like because I didn't play them?

They dropped the MSRP of the game from $59.99 down to $39.99 a few months back when Rebirth released. Don't expect a sale past that until maybe the Steam Summer sale.

PS5 version was on sale for $15 or $20 just recently, but not on Steam.
