How to get a stable fps

Hey guys for some reason I use to get a stable 120fps on my rtx 3070 when I run it at 1080p I think from version 1.002 but now I'm unable to do so with the current version especially in sector 7 slums and wallmarket is their anyway I can fix this

I was experiencing insanely bad stutter Chapter 8 and 9 (Sector 5 and Wall Market). Tried these Engine.ini tweaks in conjunction with Special-K and it's 98-99% resolved

The author recommends forcing DX11 and DXVK but I wasn't willing to give up HDR since it's so critical to the visual presentation of the game. So I'm still using DX12 and getting vastly, vastly improved (though not quite perfect) results

There are no vsync, no advanced options. Using DX11, then you will not get HDR. This game is dead.

The DXVK seem to make it worse for some reason from what I learn it seem to be made using vulkan

Have you ran command prompt fixes to your win environment?
such as :
dism /online /cleanup-image /scanhealth
DISM.exe /Online /Cleanup-image /Restorehealth
Dism.exe /online /Cleanup-Image /StartComponentCleanup
SFC /SCANNOW
chkdsk /scan
chkdsk C: /x /r /f
Re-installed Graphic Drivers?
Unplugged your PC Gateway/Router and
Pushed Power button on PC and hold for about 10 Sec let go and let PC sit maybe 5 min then turn back on?
When was the last time you saved all of your stuff wiped out Your PC and re-installed windows and all of your stuff? = Should be done twice a year or so or more.

It's a ♥♥♥♥ port. There's no need to wipe a computer yearly too that's absurd.

if you installed that nvidia app a few weeks ago, uninstall it. it is actively dragging your gpu performance down by like 15% or so from what i have seen
