Unfortunately stuttering will always be prevalent, especially in the more open ended areas like Sector 7 and other towns where you can free roam. Thankfully in most linear areas, the stuttering is less severe from what I've played so far. dx11 does minimize stutters and depending on what your specs are, you might have to fiddle until you achieve your own desired result. I have a 3080ti and an i9-12900ks with 32gb of ram and it runs mostly smooth at 1440p at 120fps. Even in Rebirth, the stuttering is present depending on your graphical seetings, but thankfully its not as severe for an open world title and runs much better than Remake.
At this point I'm expecting the third one to be called Final Fantasy 7: Red Dead Redemption.
Unless it was completely purposeful to not call them that. Which based on the first game and what I've played on the second. seems to be the case.
theres plenty of alertnative tweaks other people have reported success with too
edit: as for mods i just disabled the ingame dynamic resolution so far trough "FFVIIHook - INI and dev console unlocker"
