Report a translation problem
It looks like some protection from mods but I don't use any.

If you haven't restarted since installing, I'd start there. I've had a lot of games on Steam not behave until I restarted my whole computer, even if most of the time it doesn't make sense.
If that still doesn't work the next thing I'd try is running Steam as Admin so it forces itself onto the game. I don't recommend always running Steam as Admin, but it's okay if it's absolutely needed. You would be masking an underlying conflict by using it in this case though so if Steam Admin mode does work I'd run a Take Ownership command (you can find a reg entry to add this to your right click menu on the interwebz. I can link you if you REALLY need it) on the folder the game is installed to and try again with Steam not in Admin mode.
If neither restarting nor Steam Admin mode work, then we have to discuss what you have running in the background
I just assumed to be the case, because I've heard other people having the same issue while trying to mod the game (and lauching it through a 3rd party software).

First thing I did, but it didn't help.

I keep my background as clean as I can.
MSI Afturburner was the first to go when I couldn't run the game.
I still have the Nvidia helper, team viewer and Asus Ai suite for monitoring, but that's all...
I'll have a look in the services, just in case.

Ah, I also checked the .exe to not be run as admin (something found in another post) but that's not the culprit...
I tried contacting official support, but I don't have answers yet ...
Ok is still working then in online mode.
