You already own it on PS5 - play it there.
The only reason to get it here is if you
A) want to spend the money and your PC can run it
B) want the game in your STEAM LIBRARY
There is no difference in these versions - only difference is that one is PC - the other PS5
PC gives you the ability to play at 4k60fps, PS5 Gives you 1440p 60fps or 4k30fps.
I'd only get this version if you have a powerful enough PC to run it in 4k60 and a monitor or tv that supports it, otherwise, just stick with the PS5 version.
My PC is too far away from my TV to connect it, so it's technically a muted point. If my PC was connected to my C1, it should look identical or better.
The BIGGEST difference by FAR . . . You cannot mod the game on PS5 at all. The ability to mod the PC version, should be a no brainer for anyone with a PC good enough to run the game.
In a 25-40+ hour game, it's rather nice to constantly swap and change the character outfits (or remove them entirely) and even their looks, weapons, etc for free . . . without the usual predatory pay to wear costume DLC that most games love to push in your face.
It's worth mentioning the game was also made to play on the PS4, even at it's best, the game isn't all that graphic intensive. The PC version can be modded for higher textures, better lighting, better shadows, etc and you can play with an framerate up to 120. You can also mod the game to disable the dynamic resolution.
In regards to your statements on performance, that's clearly your own opinion, not fact and both the digital foundry performance review, and my own personal experience can vouch for this.
The PC version also uses dynamic scaling, but thankfully, you can turn that off via a mod. There is also no "unlocked" framerate for PC. You can however choose between 30,60,90 and 120 at your desired resolution. There is no native ultrawide screen support, but luckily there is also a mod to enable that.

Some PC users also experience stuttering and bad frame pacing, that is absent on PS5 (again there are mods out there attempting to fix this)

Vanilla PC version has higher resolution / framerate options, but no new graphical assets over the PS5 version at all. No current PC extra's like ray tracing or DLSS, higher res textures, etc
Modded PC version, by default has as many extra new assets and effects as you plug in, but due to them being user created mods, not available on PS5, it's hardly fair to blame the PS5
As is the case with almost every PC version of every multi platform game, the PC version is graphically better in this case, not because of the dev's, but because of the modding community.
This isn't a very good PC port and we should not pretend otherwise.

Absolutly correct, like many console ports we have to deal with.
Thankfully a very active modding community has fixed every issue you complained about (and several you didn't) as well as add many graphical enhancements, that puts this modded version, well above the PS5 version.
If for some reason you are unable to install mods, then yes, PS5 version is arguably a better experience. If you can install mods . . you should, to give you an elevated experience.

I can play games on my laptop while I am traveling. My PS5 doesn't offer the same convenience.
