TBF it doesn't take that long. Jules took me about 3-4 attempts before I won. It's really not that hard.
Does it really matter what the animation looks like? You're just supposed to out-pace the AI; it doesn't matter if they made the pull-up animation look different from yours.
Generally, Jules will land at around 43-46 points. Ignore what's happening on his side of the screen and just try to get past that number. I found it helps to mute the music and dialog so you can just focus on keeping your timing accurate.
He doesn't cheat, he just only messes up once in the majority of matches and has perfect inputs otherwise, meaning he's not losing time on animations like the player often does. Your assertion that he gets points without doing full pull ups just isn't accurate -- go watch a YouTube video when you're not distracted by trying to actually play and you'll see each point is in fact a full pull up.
You're also not "randomly missing," you're missing. It's super frustrating having something that demands near perfection in something like an action RPG, but the game isn't CHEATING, it's just frustratingly narrow in how perfect you need to be to win.

I did it this way. After not making a single mistake in pressing, but still lost. I just felt sorry for the health of my hand, if only I could at least change my hand to the right, reassigning the controls to the arrows (I use the keyboard), but it is not available. So I just said, f*** you, Jules
This also necrotic, just in case someone else needs it.
