Remake (this game) corresponds to the Midgar section of disc 1 of the original FFVII.
Rebirth completes the corresponding sections of disc 1.
This game, and its sequel (Rebirth), are a greatly expanded disc 1. And there are quite a few changes and differences.
This FULL game uses the story of the original FFVII as a jumping off point to make a new game.
Yes it's a full game, no it's not the full OG FF7 but with better graphics. This game covers the Midgar section of the OG FF7 which took roughly 7-10ish hours to get through in the PS1 original. Meanwhile it takes 30 hours in the remake, up to double that though if you do all the side content.
This game expands on everything though, and even changes the story in major ways in the latter half.
For example when you reach the sector 7 slums early in the game in the PS1 version you will probably spent a max of 20 minutes there before moving on. Remake adds a ton of optional content and base content to that section that will make you spend around 1 hour minimum to 2-3 hours if you want to do all the side content.
Rebirth, this game's sequel goes up to the end of disc 1 for the PS1 version. With that said though disc 1 contains the majority of content for the game. Discs 2 and 3 were filled tons of FMVs which took up a ton of disc space.
That wasn't the question. The question was about whether or not this covers the entirety of the original FFVII. Which, while I agree Remake is a "full game," this does not.

They are complete games. Which are in a trilogy.
Not really. These were endings that resolved the current conflict, while more is looming on the horizon.
Remake, the party has escaped Midgar and defeated won a major victory against the Whispers. Lingering questions remain, but we see a natural stopping point. Ditto with Rebirth. Sephiroth was sent packing, the party possesses the Black Materia and has a goal in mind after a big climax and they are in a relative safe spot apparently.
These are not "cliffhangers."
