Look, I love this game, but why tf does anime and jrpg scenes do this? These scenes of grunting and "hmph-ing" that don't portray any emotion and just feel awkward, why?

What scene are you referring to? People make those noises when in extreme pain, having PTSD nightmares, etc. Could the voice acting be better for those lines? Probably. I'm guessing this is referring to one of the cloaked # guys but can't remember for sure.

No it just happens off and on all the time. Someone will say something and one character will just go "Hng? Oh! *sigh...*" and then another character will giggle or something.
Idk, it just feels awkward.

Oh, you must mean not all of it at once but the various mini grunts like just "Hnngg" or just "Hmph" etc. I mean, sure it does seem a bit awkward when everything else is silenced in that YouTube video of it (dk how the person found the time to do that, was kinda funny tho) but its not so bad or overly obvious in play. Was it necessary? Well, some of the grunts during physical actions make sense. Others could have been avoided and compensated with better dialogue or physical acting I suppose.
