I have uploaded the file to here[gofile.io]. Extract the file to End\Binaries\Win64 and FFVIIHook will work again.

This is the same thing, with a different way of getting the old files. Which is pretty cool in and of itself, for those times when you didnt backup before updating and/or no one else hosted it yet.
That said, the thing that makes it work is 100% identical - copying old version files over the new, updated ones. I wouldnt call either one "official".
PS4 has no idea about any DualSense. The PS5 version of the game is still 1.000.000 and I have no updates in DL history.
I think the "for all platforms" is stock verbiage that no one checked, as it seems that it was indeed PC only.
