Agreed. As a longtime fan, I find it extremely disappointing that the forum almost exclusively consists of either complaints about the price or about differences between the remake and the original.
As for your OP, I agree. Vincent has always been my favorite party member for any FF game, and I am eagerly anticipating how he will look and play in the remake. That being said, it probably depends on the pacing and length of part 2. I imagine this is something they're going to be looking at for Rebirth, since even they wanted Red to be playable but couldn't because of time constraints (IIRC).
Yeah the Red issue was very little time to develop him. Understandable.
But if we want Cid and Vincent in the second part, they must come up with something clever.
But them again, Yuffie was optional as well and she got a DLC with brand new story for her.
And to be honest, Vincent didn't had all that much of a story, you just woke him up and he decided to join, everything above was optional "secret" content.
Originally, Vincent and Yuffie were last-minute additions to the game. They almost didn't make it in at all. That's why they didn't have much of a story.
I'm sure Vincent will get a similar treatment to Yuffie when he comes in.

We don´t know that, but he actually DID already.
Remember Dirge of Cerberus? Maybe you don´t.
I´m one of those guys that actually liked that game (even over Crisis Core).
In that vein, I was really happy they incorporated Deepground to Yuffie DLC.
And since he's an optional character his involvement in main storyline is minimal. So its better to have a standalone arc for him
Time constraints? That decade of development didn't give them enough time to add Red?
Its not like that. They wanted to respect when in time you meet Red, and if this part of the story ends just at the time of leaving Midgar, then, very little time to show him combat and develop him.
But..at the same time.. I also wondered...
if they changed some stuff..why didnt they change the time you encounter Red?
Maybe it wasnt that easy, they would know better than me.
To have 5 characters to develop in an episodic game that we all know would be challenging.
Besides If they added him early, they would have to justify him being there in order to avoid him being a combatant silent ghost for the most part (yeah like in Advent Children, Im remembering).
We go into shinra tower at the very last sequence, he is captured and experimented on together with Aerith. This isn't a plot point you can just randomly move around, it is too big, it gives Red agenda and reason to join the party.
You can't just meet him in the slums randomly, be like "good doggo, me pet head" and he joins you, he is a bit more important then that and, as already mentioned, there is no time to develop him further as he joins for literally last hour of the game.
