Going in and out of photo mode fixed it for me, like others have suggested
My HDR is not turned on & upon further inspection of forums it also happens on consoles.

* UPDATE * It has happened to me over 6 times now, so some people are lucky and only get it once or a couple of times, others not so lucky it seems. In & Out of photo mode has fixed every single time for me.

It's almost always been a rtx issue.
Just pause photomode, exit photomode. It's not the engine it's our cards ♥♥♥♥♥♥♥♥ out on us.
I read that it also happens for some people on ps5, both Remake and Rebirth. It isn't clear why some people get it but others never do. It's probably a bug from the game rather than anything to do with our hardware.
was happening to me too.
The first time, I finished the fight somehow, saved, and loaded my save and it was back to normal.
Happened again and it resolved itself when I told Cloud to use his Limit Break.
Both times happened in the Sector 6 area while doing the optional quests there.
Just got to Wall Market and I haven't seen it happen since. I think it has something to do with the bright flashes of light, the game flashes the screen and then forgets to un-flash it sometimes.
EDIT: Ryzen 5 5600G with RTX 3050.
I did not tweak anything graphics-wise other than asking the game to run on 1440p (which is native) instead of the 1080p it auto-adjusted for.
EDIT: Oh, and I turned Shadows down to Low.
