For me it was it advanced setting<pci sub-par settings and on the bottom was re-size bar support disabled. after i enabled it and restarted the problems i had were fixed.

The problem is the junction of areas clearly i can tell. (think by ex in Intermission when you go out of the station and follow the guard there once inside notice the BIG stutters).
For the main game it's good when you use the ini and put shadow in low (no differences really and i mean in 4k/120Hz)
Do you use the v synch for see ? i use it combining to g synch

For knwoing if all features allow to have Rebar size you can use also techpower up gpu-z it will tell you (same for the pci-e revision and speed)
Same all in high etc and v synch
But i am on the Intermission dlc so no big surprised i know the dlc is more problematic a bit that the main game.
For the main game no stutters almost except the areas know for and the loading -hidden- areas.
You have try the dlc or just the main game ?
Ah i just reread and ok 3060ti so 8gb of vram..yes the game had problems specially when you have less than 10gb of vram. For the problem of loading textures assets

Ah ok i see^^ me i have finished it except all the hard well in fact the chapter 17 and 18. There also beat Yuffie dlc but not in Hard mode. But i can confirm you will have problems for the dlc at 100% Not much that main game but if by example you have had now no problems at all in stutters the slums yes . But like the main game it's not much worse just little worse.
The station by ex is ons of them (when you go outside you will see the moment you goes through) Not in the alleay or others but when in big places yes.
Thing is sure however the more fps you have and refresh rate with g synch the better clearly for stutters i was amaze by the difference with and without g synch.
Keep in mind also, pairing a 8-10th gen CPU with a 30/40 series GPU, will result in your CPU being a bottleneck in a lot of new titles.

With recommended settings of a core I7-3770 and 1080 8gb There honestly shouldn't be any bottle necking that you would be referring too anyways. All Re-Size support does is opens up the ram cache to allow the cpu more access into it, so there wouldn't be a bottle neck in the first place. :) IMO everyone if they are able and capable, should have Re-Size Support enabled on their PC's. Even if it does only provide a small performance boost it does help out gratuitously elsewhere in PC game play!
graphics cards above yes more or less depending on the game. But if you cap your fps it's doesn't matter if it's not in very high fps.
But i have to test main game for see if it has helped (specially in the slums like wel..everyone in fact see it's the main problem of the game).
question i cant seem to find is about this setting...character 0-10 is the choice and what does it actually do in game?
i mean 0=no characters or what? cant see any difference what i choose so what is it?
