If I had to say games that were, as a whole, somewhat along these lines...
Perhaps Xenoblade Chronicles (the original and its HD versions, not X or 2)
Loosely Tales of games such as recent Tales of Arise or others but be warned this is a large franchise you can play in any order and different tastes throughout the franchise. Some may not like one game while they may adore the next and they're not exactly like this but worth considering.
That is kind of it for those that are, as a whole, anywhere remotely similar to this.
If you're just looking for story, atmosphere, characters and such that are similar and willing to do some different gameplay like swapping to a ATB combat system instead of a more action oriented (even tho FF7R is actually an ATB system disguised as action) then Final Fantasy 8 is worth checking out due to its themes, strong story and cast. Other types if you want to look at different themes could be games like Final Fantasy 9, 10, or even Xenosaga franchise 1-3 (Xenosaga must be played in order, they're one super story like Lord of the Rings or Harry Potter).
Divinity: Original sin is "like this", but so is Crisis Core.
It has a similar fighting system.
The "tales of" serise also have there action battle systems but jrpg everything else. They also often have great characters.
