There are so many series like Dead or Alive or Senran Kagura that have "high school/middle school" girls that are also 18 or older. If being underage was meant to be a trait of hers, they would mention it in the game. Instead, two years after they release a high resolution 3D model of Yuffie for Advent Children, she's magically "just legal" for the movie.

You can't honestly tell me you believe this made up video game character has a real life birthday and age. She's also no more/less developed between any of the different age models they've made of her. They just want her to be young, but sexually appealing enough to bring in money.
