Yeah u can use magic on Hell house but nevertheless, u can understand why most players find it hard to fight, aside from only two chars in one party, it is becoming way more aggressive after Phase 1. On the contrary, the pacing in other boss fights after each phase isn't volatile like Hell house.
I would bet some players totally stopped playing at that point. Believe me, I almost quit. But thanks to Xengre's help by giving me some ideas, I was able to beat it the 1st time.
If I will list down the top 3 boss fights that gave me a lot of retries in both Normal and Hard (sidequests not included):
1. Hell House
2. Motor ball (I skipped it in Hard)
3. Scorpion Sentinel

Doesn't have to be Aerith, yes, but still Aerith is the key point because HH has hard resistance against physical attack and Aerith is the magic user, even the basic attack.
I just didn't wanted to play anyone other than Cloud so it took long time before finally beat this one
As for Hell House, you need not only to match its current vulnerability, but also timing. Use quickly cast lower level spells instead of highest level ones, and stay on defensive unless the House is "down" and pressured/staggered. You might also want to pair Elemental materia with Fire since that seems to be the most common type of attack from the boss. Blizzard can be more tricky to land a hit with than the other elements, so focus on exploiting weakness to Thunder, Aero and Fire. Aerith's Lustrous Shield helps avoid damage from chair missiles.
The problem is that if you go into the fight without the correct elemental materia you're pretty much screwed. Since you're not expecting this and you can't equip materia on the fly that can be extra challenging.
This + the fact that you're going in with just two party members is indeed rather annoying, especially if the player has not prioritized unlocking many materia slots... but maybe those players are not so many, dunno.
It is also very satisfying to get it done just right, more so than other bosses.
