"edit" Since ive used the launch option i turned off sharpening on AMD Adrenalin Software.
Subsequently AMD Cpus offer 20% Less FPS when compared to the rival counter parts. Getting amd and Radeon saves you some money sure. But sometimes something like this happens and you can see the quality differences.

2. Right click Final Fantasy VII remake
3. Select properties
4. insert "-Render.ResolutionScale 1.5" into " Launch Options" below
5. close out of it and start game as normal
I just noticed the blurry hair, too. But never really minded it. Although I gave it a shot to see any difference. Got an R5 1600 with RX 5600 XT.
Had set it the resolution scale to 70 but same results. Also tried disabling it in Radeon Software and used the commandline in launch options but still the same. I'm thinking that this might also be affected by the monitor's resolution and screen size, since 27" dont really display 1080p well compared to a 24".
I use a 27" 1080p monitor and if you peep my screenshot compared to his, the hair looks wayyy better. Also try setting the resolution to 2560x1440 or 2720x1530 which is the one thats on rn for me.
Ive peeped your screenshots as well and bro i don't think you can improve upon that lol. The Screen shot OP posted was from a cut scene and compared to the hair in game (outside of cut scenes) that's the best your gonna get.

as u can see, there is a lot difference, the higher the graphics resolution, the better image quality you will get, in my opinion
