He is pretty basic in Midgar section, but even now you start seeing him getting less stiff and more open.

was chill letting tifa go to the sleezeden to get info alone
barely wants to help most the time beyond self preservation
and only starts going when barret wants to rescue areith
and he never tries to get anyone outside the party away safely just smash n grab hell with anything else

just remebered the time he wanted to fleece an old dude upset about not walking properly no more for 5grand to return a key literaly across the street.
player controlled cloud seems decent enough...but not game controlled cloud
like it might actually be more canon that cloud doesnt help anyone outside of the main quest stuff zero on the dance if that's even allowed
lightning is painful to put up with... tidus he actually tries to help in game when you are not controlling him cloud just stands around like a derp
i remember liking his name a lot when i first heard it as a teenager, wish i had that name lol, now it would just be a tryhard thing, he looks fine enough to me, i also remember knowing so many girls among friends swooning over tidus instead lol,
He's not supposed to be likable. Neither was Squall. It's modeled, somewhat realistically, off of people with childhood trauma that never healed (they are sometimes unlikable, anti social tendencies, unsympathetic.)
Anymore info and we go into spoilers. While I personally think Squall and Cloud are cool (and Lightning could sit on my face/step on my ♥♥♥♥ any day of the week), they, realistically, would not be great friends and are not mentally stable.
But the thing is, he IS likable.
He isn't the overly annoying main hero like Tidus in FF10. While he does go on about wanting to be paid he still tries his best to save the people he's with.
He's also willing to save other people. Aerith shows up and is pretty pushy but Cloud is handling it fine. He wasn't too bothered with not charging money from her either even though he thought he had a contract with her. Aerith though paid in another way.
Even when Cloud talks with other people in the story he's respectful to them. Even when those people are not always too fond of him.
Did you notice his emotionally bluntness? Both in figure of speech, and inability to process emotions? Squall and Lightning have the same traits. Also Cloud clearly has PTSD; I've had PTSD and the way they showed it in game is extremely accurate.
Tidus, I only found annoying when younger; now I realize he'd be someone I want to be friends with irl. Dude literally laughs in the face of everything going to ♥♥♥♥. He's someone I want next to me when out saving the world, and all odds are stacked against me. You need this kind of positivity in the face of it all going to ♥♥♥♥.
Zidane is an insufferable Disney hero drunk-written on a napkin at the restaurant after watching the soccer world cup, but oooh wait he has a dark secret, oooh
Tidus is a Zidane repeat just a tiny fraction less insufferable
Vaan is the third attempt of that type and i guess the best of three, still just as ♥♥♥♥♥♥♥ annoying
Lightning is pink haired girl Cloud, she's actually fine, it's just that everything else in this game is a dumpster fire

Sure there's FFVI and the characters are actually interesting but you'd have to be strucked with a terminal case of rose tinted glasses to compare FFVI's depth of character development with anything that came after
