Edit: changing the soil only changes the duration of the following ticks (it only affects the current one if you would be beyond the maximum tick time for the new soil type). But after that clay makes each tick last 15 minutes, so is the best one for keeping mature, non-immortal plants around if you want the effects rather than new seeds or plants that replenish themselves.
If you have some plants already giving a bonus, look at the garden info (the magnifying glass) before and after switching to clay, the effects should be boosted a bit (or a lot if switching from wood chips or pebbles) as well as the longer duration.
