I just recruited Warren but the talk [Rising from the ashes] in the warren report isn't present. I am on Law/Princess route per suggested and have all characters required.

Hmmm.. strange. This is what it says in the Warren Report's "Play Guide (Extras)" section: "New Quest: Episode 3":

- Beginning the Quest -
Refer to "Rising From the Ashes" in the Talk section of the Warren Report. This entry only appears if Chapter IV has been completed with Catiua, and Catiua is in your party.

- Starting Conditions -
This quest begins in Heim. Episode 2: The Search for Warren must have been completed, and Catiua must be in your party.

Replayed the chapter and still no luck.

Is Catiua alive according to the Warren Report at your anchor point after CODA2?
You can't just go back and do only Ch4 with Catiua alive. It has to be the current timeline.
