I'm in the first chapter right now and haven't been able to buy it yet. I've only gotten them as a drop from battles or as hidden items up to this point.

Since they got rid of TP for finishing moves and made those run off of MP, I'm pretty sure they removed the magic leaves from stores so that you can't start off every fight with the ability to just use a magic leaf and have your finishers limitlessly ready to go.

Magic leaf hasn't been legalized yet in the world of TO it seems.

Yes because you would be able to spam finishers since they run on MP now. They can still be obtained via loot. To be fair, you get increased MP recovery card buffs plus the improved meditate that it doesn't feel much of a hassle but those auto skills can be unpredictable.

I swear. Finishers were a terrible idea from the start and whoever thought them up is too Tetsuya Nomura brained to think clearly. They were a poor mechanic in the PSP version too because they punished play where you injured but didn't kill an enemy unit in one turn since TP was gained from damage too, which was a real hassle when dealing with beast units with huge health pools.

They should have just made them either take HP to use like the secret Hell Gate skills from the original (so you wouldn't want to start a fight with them, but finish it, hence the name) or that you could only use them once per battle or something.

TP was a flawed system and overcomplicated things and making them take MP affects spell balance for casters negatively. They weren't an intended part of the original game's design and were such a "we need this game to be different from FFTactics or everyone will think it's a copy like they did in 1998!" move that was ill-conceived from the beginning.

while you can't buy standard Magic Leaves anymore, one can still craft Fruit of the Adept once you acquire the On Medicine book. That item heals 10% of the user's max HP and MP and only requires ingredients you can buy from the store. While you'll have to wait until the max MP of your character is sufficiently high enough to get the maximum benefits, it should be enough of a boost to at least let you start casting your lower cost spells

I think this is a bug because they also forgot to sell Katanas in the shop as well.

That isn't true. They've been selling 1H and 2H Katanas in the shops, but not before their corresponding Ninja/Swordsmaster classes were available.
