"Why 2~3x?":
From what I've noticed, once you get above 4x, you'll start to notice a brief pause where the game's thinking about what to do. This doesn't seem to improve at all with higher game speed (might just be my PC, though).
Further, once going over 3x speed, I find myself occasionally pressing a button "too long" for the game and it skips over what I'm trying to do. This causes me to have to be extra careful to avoid doing so, or else I end up periodically having to go back and correct, which wastes time (nullifying the extra speed).
Personally, I think 2.5x speed is my personal sweet spot, but your mileage may vary.
If you're doing stuff with the story, 1.5x would still be good because the animations and voice lines will still match up more or less.
