Charms earned on Law without Hanging Gardens or POTD:
21x Max HP (+315 HP)
30x Strength
33x Vitality

The shortest route through Hanging Gardens does offer 18 total charms, but I'd rather run through and count them all together - soon.
It occurred to me that Rune Fencers can make use of every stat, and so to make a powerhouse generic unit, you could recruit a level 5 winged human from Phorampa. Then level him as Vartan and feed him charms. Once he's at your current level cap, swap him to Rune Fencer. When he is below the level cap, swap him back to Vartan and train. Repeat while feeding charms to have a fantastic Rune Fencer going into POTD for the first time.
Or you could feed charms to Denam like everyone else does, but that's boring.
