How good or bad are Cyclops?
In the PSP version I used one for a brawler beast with debuffs since the lack of equip would make it impossible to deal damage, however as Reborn changed many things on how magic, skills and stats work, I'm thinking about going for a new approach for a cyclops.

Has anyone tried building one?

Only thing I really know about Cyclops is that they're basically just a monster version of a Terror Knight, but without the guaranteed breach combo.

Howl is certainly a powerful skill, but I usually go with units whose abilities are less of a gamble.

That can cast Indirect AoE magic*

They are great distraction units (somewhat) but definitely as zombies. Just have a necro zombify them once you have the right spell to do so. Then you can just throw them out into the bulk of the enemy army and just let them cause chaos in all sorts of way. They have a lot of utility through their spells and their passive auto AoE Stun skill is fun to spring on enemies especially if when they revive and activate it on respawn in the middle of a crowd.

Oh, this is an interesting idea but it raises one more question, do zombies level up in this remake? If they do I'm am really glad I went for Chaos route, just gotta make some galgastani love me.

They're not supposed to, but the devs forgot to make the zombie status negate EXP charms, so you can still level them that way.
If you're going for no incap, you could start over and recruit the 2 zombies in Ch1 during the Nybeth fight. They're both Galgastani and lvl6. I left them with no equipment and 4 of my strongest healing items and set them to AI control as front liners. Whenever a Galgastani unit in your company is incap/stilled, you get like 0.1 or 0.2 Chaos Frame with Galgastani. With 2 lvl6 zombies in every story map dying repeatedly, you can easily get the Chaos Frame required for Cressida without ever having to do a dedicated "Death March". That's how I did my run with only a handful of Phorampa, so I know it works. Only problem is that whenever you bring them to a fight, you're somewhat down 2 units.
That said, their healing items (on the turn they rez), their stilled bodies functioning as walls you can walk through, and being able to soak a couple hits every few turns can lead to some interesting strategic moments.
