In Tactics Ogre you get a squad formed of your main characters but also a lot of generics that you can recruit, those units are not fleshed out like the Fire Emblem cast can be. The cool thing about them is you have total freedom about their development, the class system is very interesting and you can make them Knights, Berserkers, Wizards, Ninjas, etc.
There are a lot of classes you can play with, all of them gain skills you can use in combat.
The plot is much more complex than in a traditional Fire Emblem, you will get thrown many names at you and will have to follow. Think of Game of Thrones kinda plot.
If you like Three Houses, Tactics Ogre also gets a branching route system based on your decisions in game. Your dialogue choices will determine the outcome of the story and which characters you will recruit or not. Some will be friends or foes depending on your actions.
Also in Tactics Ogre you can recruit monsters, lizardmen, beasts, and zombies in your army. You can even get skills to try and persuade enemy units to join you.
I played every Fire Emblem and I think Tactics Ogre is a must try if you liked Three Houses. It's a fantastic game.
How is the story presented if your roster is just generic characters? Are there cutscenes with voice overs in this remake? Or just text bubbles with art?
I haven't played much of TO, but in FFT (which is very similar and made by a lot of the same people) cutscenes will have whatever characters the game requires you to have, which will combat-wise all be guests.
They did supposedly add voices to all cutscenes for this release. But I'm not sure what you mean by " just text bubbles with art". Do you mean visual novel style? In that case no, characters will move around (you can clearly see this in videos). If you mean 'just text bubbles instead of voices' then....well older versions of the game, but not this one.
First for similarities.
1. Both Three Houses and Tactics Ogre have political plots with a lot of fantasy racism in them.
2. Both Three Houses and Tactics Ogre have a way for you to rewind time should your plan go awry.
3. Both are grid based.
4. Both are designed so you are limited in how much exp you can gain in any point. In Three Houses, you have a finite ammount of fights, in TO:R you have a union level which serves as a level cap.
5. Both have permadeath.
6. You are gonna find a lot weapons with all sorts of unique effects or effective against certain units. In Fire Emblem you have Horseslayers and Hammers. In this game you have things like Undead killing Baldur Weapons and more.
7. Both have headcounts surpassing 10 in the late game. Around 14 in Fire Emblem, and 12 in Tactics Ogre.
Some differences
1. Permadeath is nowhere near as punishing. When a character hits 0 HP, they don't die immediately. Instead you are given 3 turns to save them before they succumb to their fate. Unlike Three Houses, you are also given a steady supply of replacements (something previous FE games also used to have). On the flip side, there doesnt seem to be a casual mode in this.
2. It is individually turn based rather than phase based. In Fire Emblem, you move all your units at the same time. In tactics ogre, everyone moves in accord to their Wait Time. This game doesnt operate in phases like Fire Emblem does. This does mean, that a lightly equipped speedyboi can move twice
3. Items in Tactics Ogre does not break.
4. Generics. These are soldiers you can personally name, who will level up. Fire Emblem hasnt really had generics outside of Fates and the DS remakes. But in those games you couldnt rename them. In the early game of tactics, you wont have enough unique characters to fill your combat roster. So you will be using generics regardless in a non challenge playthrough. Even then, I prefer Generics in Matsuno games over uniques.
5. You can grind in Tactics Ogre, even if you can't pass the level cap. Still, Ests wont be an issue in this game.
6. No Cavalry here, but there are flying units.
7. High movement isn't as good here as it is in FE. Moving far gives you high WT which means getting your turn back will take longer. As a result. While MOV may be the best stat in Fire Emblem, the best stat in the PSP remakes is damage and being able to punch through armor.
8. Counter attacks are gonna be more rare in this game. In Fire Emblem they are guaranteed, but generally you can usually mitigate them with the weapon triangle and 1-2 range weapons. In this game, it seems only certain weapon types can counter attack, since t he counter skill is fixed to certain weapons.
Edit: In both FE and Tactics Ogre your units will support each other offensively. In Three Houses, you get accuracy and damage boosts, in this you get pincer attacks.
And regarding Fire Emblem Three Houses.
I am REALLY certain FE:3H was at least partially inspired by Tactics Ogre. The class system is very akin to the Original Tactics Ogre game where your class options varied depending on you meeting certain minimum stats. Also, any class could equip any weapon, most notably bows. Bows are busted in both three houses and tactics ogre.
Overall, I would argue FE is more about Logistics and Tactics Ogre is more about tactics. I really enjoy both series, and my favorite RPGs of all time list have a lot of Matsuno and FE games in it :)
Voice overs have been confirmed for the remake, though I dunno if it's all of the dialogue or not. Tactics Ogre does also have set story characters in addition to the generics. In fact, going all of the routes so you can pokemon all of the named characters that you can recruit is part of the fun.
The only place I havent heard voice overs is for spellcasting. This applies to both generics and uniques.
By having your exp and skill points concentrated into fewer characters like that, and also since they'll be getting in more hits, receiving more hits, etc, they'll have more skills and be leveling them up faster, while also getting a slight level advantage until around mid Ch3 (assuming you're working in every unique you get as a separate class).
As far as voiceover work goes I have seen multiple reviewers confirm that even generics get a voiced death line. So those are probably based on their class or gender? Either way they do get voiced death lines.
Rage bait aside, you know various build-based games like the souls games? This allows you to apply various builds to units in your army. FE has flirted with this with its passive abilities you can unlock in the more recent games. Imagine that, but not just with those passives, but also with things like your equipment loadout and other things. There's a lot more customization of your army, and a lot more things you can do in battle.
