How do you install the Free Cam for the Walking Dead?

there are youtube videos out there showing that they have the free cam mod installed but they never do a tutorial on how to install it, I went through the instructions page and I got stuck on the free cam .CT file as there was no file, I did research and nothing, the only help i get is this link which isn't enough, I do have cheat engine installed with the walking dead game.exe loaded but still can't figure out where to get or find the free cam CT file
