Why aren't you making your own backups? There are two people in this world: those who make backups and those who will make backups.
Use the OS provided backup: https://support.microsoft.com/en-us/windows/backup-and-restore-in-windows-10-352091d2-bb9d-3ea3-ed18-52ef2b88cbef
@OP
You managed to reinstall the entire game after only 5 hours of playtime? Or how did you end up relying on cloud saves after 5 hours?
E: I just saw it. You started Exodus in 22 and now want to continue playing there.
It would be your free choice, of course, but overall, as mentioned above, it would actually be better to start from the beginning, even if the cloud save were available. You don't have to check what's going on: Position, equipment, controls, task, difficulty level, etc. And you get to experience the story again from the beginning, instead of relying on memories from 3 years ago. (Assuming you don't have it on a console and are used to it from there.) 5 hours is really nothing for this game.
First of all, Metro Exodus has "cloud saves" in its description, but Metro Exodus Enhanced Edition doesn't. Yes, Metro Exodus Enhanced Edition sometimes notifies something about cloud saves in Steam client, but they are absent in your Steam library. So, why do you believe you have cloud saves in Metro Exodus Enhanced Edition?
Locally saves are stored in %HOMEPATH%\Saved Games\Metro Exodus (yep, one path for Metro Exodus and for Metro Exodus Enhanced Edition). You can copy the files from one PC to another if it's your problem.
It's not 2005 when you had to keep ur saves locally
So, if you have free storage space, you can launch the basic version to save it to the cloud.
