Because its a broken feature.

Why aren't you making your own backups? There are two people in this world: those who make backups and those who will make backups.

Use the OS provided backup: https://support.microsoft.com/en-us/windows/backup-and-restore-in-windows-10-352091d2-bb9d-3ea3-ed18-52ef2b88cbef
it works really well in other games

And then there are those who just play again. That's what we paid for, after all. I often even intentionally delete the saves. If you've taken a long break, it's a better experience to start over anyway.

@OP
You managed to reinstall the entire game after only 5 hours of playtime? Or how did you end up relying on cloud saves after 5 hours?
E: I just saw it. You started Exodus in 22 and now want to continue playing there.
It would be your free choice, of course, but overall, as mentioned above, it would actually be better to start from the beginning, even if the cloud save were available. You don't have to check what's going on: Position, equipment, controls, task, difficulty level, etc. And you get to experience the story again from the beginning, instead of relying on memories from 3 years ago. (Assuming you don't have it on a console and are used to it from there.) 5 hours is really nothing for this game.

The problem description is not clear.
First of all, Metro Exodus has "cloud saves" in its description, but Metro Exodus Enhanced Edition doesn't. Yes, Metro Exodus Enhanced Edition sometimes notifies something about cloud saves in Steam client, but they are absent in your Steam library. So, why do you believe you have cloud saves in Metro Exodus Enhanced Edition?
Locally saves are stored in %HOMEPATH%\Saved Games\Metro Exodus (yep, one path for Metro Exodus and for Metro Exodus Enhanced Edition). You can copy the files from one PC to another if it's your problem.

the problem: Enhanced Edition doesn't have CLOUD SAVES, isn't it clear? There's no single adequate reason not to add them

I played on another platform before so I don't want to start over again, too lazy. 5 hrs is smth. You can finish the story in like 15hrs so 30%
Sure, if you know it, it'll go quickly. However, I was referring to the possibility that you don't know it (Because: Here on steam, you would have just finished Moscow and then started a DLC, where you spent almost more time than in the main game - based on the achievements). 5 hours would be nothing in this case unless you plan to play it on easy and only complete the main missions.

Is it a problem to copy files locally without Steam cloud?

it is cuz i didn't know about lacking of this function since 99% of modern games support cloud saves.
It's not 2005 when you had to keep ur saves locally

Steam cloud save works strange in other moden games too. I like to replace saves with new save with the same. But Steam cloud usually keeps old versions! Why?!
I am more botherd with game remembering what I looted but not where I killed mobs, there a finite amount of ammo and crafting materials.
According to pcgamingwiki, the basic and enhanced editions use the same save folder.
So, if you have free storage space, you can launch the basic version to save it to the cloud.
