The DLC for Metro Exodus is also Enhanced – purchasing the Metro Exodus Expansion Pass, or The Two Colonels / Sam’s Story individually, entitles you to the Enhanced version of that content, accessible via the Metro Exodus PC Enhanced Edition.
so long as you own them for the standard edition, you can also play them in enhanced edition without repurchase, but you'll have to buy the expansion pass or buy them seperately for standard edition to unlock them in enhanced edition, so no double purchases required.
so no, they don't offer you free dlc but they offer you the same dlc for enhanced if you already owned it previously for standard so if you buy them now, you'll get both standard edition version of the dlc and enhanced.
