RTX 3090 here, standard -FOV, no motion blur, everything else maxed out @1440p, DLSS Quality. Mostly between 70 and 100 FPS. So I wouldnt think theres a 3000-series-issue
I have 2 monitors hooked up to rtx 3090 - one 43 inch 4k and the other 49'' 5120*1440 one. On the 4k one the game runs well up to Volga map at ultra rtx ultra but then in that level it only uses 60-70% GPU and drops FPS to 45-50 in many spots. In Sam's Story dlc it is even worse because it plummets to 35-40... If I decrease quality to high it rises to over 60 FPS but this cpu should be powerful enough to handle the game.
On the 32:9 monitor the game looks stunning but chugs even more abysmally as no matter the settings it can't break 40 FPS with low GPU ultilisation.
I'm at a loss. I wanted to play this game so badly in all its graphical glory and waited for enhanced edition but I'm so disappointed now. I even thought Epic store version was to blame that is why I bought it again on Steam but there's no difference...
All my other cpu intensive games run flawlessly with 99% gpu utilisation like AC Origins, AC Odyssey, GR Wildlands and Breakpoint or Watch Dogs Legion to name a few but Metro Exodus even in Enhanced Edition still struggles... I hoped they would optimise it this time after all its not a open world game with tonnes of npcs and vehicles or other players. And don't tell me that Ryzen 9 3950x is aweal obsolete cpu... The only fix I have found so far is to run the game with high settings instead of ultra or extreme in those troublesome spots but it is still a half measure.
That's why I never go for AMD becuse there is always a CPU related problem. Same thing happened in CP2077, now in Metro and in other titles as well. Intel has no such problems in any game, everything works out of the box. My 10900k smashes through every single game so far, wouldn't trade it for any AMD CPU when it comes to specifically gaming.
I've never had problems with CP2077 and previously I had intel cpu clocked at 5GHz yet in Metro Exodus I had similar issues. Even Digital Foundry had a video where they were showing in Volga level drops under 60fps with both top of the line Intel and Amd cpus only the latest 5950x seemed to power through.
Its because 2000/3000 series Ryzen have much lower singlecore performance than Intel 10/11th gen or Ryzen 5000.
I had a r5 2600 which bottlenecked my 3080 like mad, so I switched to a 3800X and it still bottlenecked in games like Cyberpunk. Moved to a 5800X and everything is great.
Maybe you haven't but most people did have big cpu related issues with AMD cpus, it's a well known problem that many articles covered. Also, I didn't experience any bottlneck or drops below 60fps in Volga level on my i9, I'm really curious about that DF video, post it if you find it.

Which only seems to confirm the fact that metro Exodus is still a very unoptimised game. I get that it needs beefy gpu for all that rtx candy and I think it pushes the envelope in terms of ray tracing prowess but don't tell me that ryzen 3950x is a weak cpu... It should have enough single core performance for this game and the fact that a game in 2021 is so single core performance dependent is just ridiculous. It's like justifying Crysis Remastered that it needs an insanely powerful cpu because it has amazing graphics... Obviously Metro devs cannot use the power of multitcore cpus.
By the way I reinstalled the game once more and this time in Volga I manage to get that 60 fps vsynced at ultra preset with ultra rtx but the Sam's Story dlc still drops to 45 fps right after start when you look into the distance at the bridge. Let me stipulate though it only runs well now on my 4k monitor (regardless off dlss setting or even off I get 99% gpu usage) but trying to run at 5120x1440 32:9 on my second one results in abysmal performance with terrible gpu utilisation on Volga map. This was also the case on the original Metro Exodus version unless I switched to dx 11 then the gpu usage climbed back to full but that cannot be done in Enhanced Edition for all I know as it only has dx12 I guess to make use of rtx effects
Try doing a full install of video drivers. Maybe verify the integrity of the game install?
